AI in HR 2025: Only 39% of Organizations Are Using It — What's Holding the Rest Back?

AI in HR adoption is advancing unevenly — but what is holding most organizations back? According to the SHRM State of AI in HR 2026 report, only 39% of HR teams are currently using AI in their functions, with another 7% planning to implement it this year. Nearly a third have no plans at all.

Where AI is actually being used

The fastest-moving application is recruitment. High data volume, repeatable decisions, and immediate ROI make it the natural starting point. AI is being used to screen CVs, schedule interviews, and score candidates against job requirements. After recruitment, the next most common use cases are onboarding automation, employee query handling (HR chatbots), and compensation benchmarking.

The real barrier is not technology

Vendors and researchers consistently report the same finding: AI maturity in HR is limited not by tooling gaps but by data readiness, internal alignment, and trust in AI outputs. Fragmented data across spreadsheets and disconnected systems is the single biggest obstacle. You cannot train a model on data you do not have, and you cannot trust outputs from data that is inconsistent.

AI is more likely to create jobs than destroy them

A key finding from the SHRM report: AI is 5.7 times more likely to shift job responsibilities and three times more likely to create new roles than to displace jobs. The HR professionals who are most exposed are those doing high-volume, low-judgment administrative tasks. The ones who will thrive are those who can interpret AI outputs, ask better questions, and make decisions that machines cannot.

The gap between early adopters and those standing still is widening every quarter. HR teams that establish an AI strategy now — even a modest one — will be far better positioned in 2027 than those waiting for a perfect solution.
